creativity or luck?

I'm looking at creating my first custom race for GalCiv2 and I have one extra point that I am looking to spend on either creativity or luck. So the question I pose to you folks is, which do you find more usefull? Both are fairly random in terms of scope so I'm having a hard time choosing.

The other nine points are going +5 for 30% Econ bonus and +4 for 50% Diplo bonus.

I have asked before and havent got much of an answer. This question would be easier to answer if I knew what practical use creativity and luck have. I have played at least a dozen games now and havent seen any situation where I would have been benefited by creativity or luck. I have one custom race with both stats for testing and I cant seem to see any benefit to either of them. I would use my 1 point for the lowest morale bonus.

yeah, the morale bonus is sort of my fall back choice.

But in regards to luck and creativity, hasnt anybody noticed these stats helping them out?

When I had a high luck (as high as you can get in character creation,) I found a couple of precursor rangers. I've never found any otherwise.
