Destabilization & bc per turn???

Great game thus far, as I learn and love all the new features. But what about the destabilization tab which I never see ( I only have espionage. Late tech required? ) Also, in the diplo screen we can only trade lump sums without tributes per turn ( which in my opinion is rendering Trade Goods useless.....to trade ) ???

Destabilization was not included in the final release of GC2. Per-turn tribute was not either.
