Upgrading a ship design and reloading game

Don't know if this has already been observed.

Upgrade an existing ship design multiple times and save over the design with the same name.

Reload a game. The design will appear in the ship build list as many times as you saved it.

When building the ship, only the oldest version will be built, resetting to newest version works but once the game is reloaded all starports revert to using the oldest design again.

I have had this problem too. Very frustrating. I design a new ship and call it "defender 1," then my starports start building a "defender 1" that I made in a previous game and I can't get my starports to build my new ship design. Unless I am missing something here, this is a problem.
