Race balance - things to consider when you pick who to play as

Besides looking at what technology and logistics each race starts with, there's another thing to keep in mind.

Arceans, Yor, Terrans, Altarians, Drengin all begin with a Civilization Capital on their homeworld. The Drath, Iconian, Thalans, Torians, and Custom Race all begin with an Initial Colony on their homeworld instead.

What does this mean? If you play as any of the races from the second group, you're looking at the following penalties to your homeworld relative to those from the first group: -12 industry, -12 research, -5 food, -20 morale, -3bil pop, -25 influence, and +12 maintenance.

This leads me to a question- are the races balanced?

I just played an alliance victory using a custom race and I recall there being a civ capital on the homeworld. Does this only apply to the beginning of the game?

Im sure there there isn't that much of an advantage of being one race or the other, of course this matters how you play. But in general the races seem pretty even. But seeing some races get this and that and others don't makes me wonder why the dev. did it this way. I mean looking at the Terrance alliance you see they get less techs then the others? Is this because of there diplomancy skill is that good and it makes up for those lack of techs?
