What the heck does [insert x SPECIAL Tech] do?
There are special techs in the tree - what's the deal?

Ok, so forgive me for posting possibly a silly question, but I've researched a number of the so-called "special" techs like telepathic defense, the arcean armor, special deflectors, etc...
It has a nifty description and such that alludes to ship components or bonuses, but nowhere am I able to see either!
What's the deal with these techs? How do I make use of them?
