Slow Tech speed?

Does the slow tech speed affect the AI also, or just me?

There was no way I was able to keep up with ANY of the AI's tech research on my last game. I was about 6 techs down vs. every nation (4 other Majors).

Just wondering, cause not sure I am going to run that setting for awhile again.

The tech speed affects everyone in the game (costs are inflated or deflated based on the setting).
