beam weapon with mass driver defense only

Even though I am only on the second scenario of the campaign (taking my sweet time), there is one thing that I don't quite understand.
In the scenario so far, only beam weapon tech is available (I'm guessing more will become available later). The only defense technology is mass driver defense and NOT beam defense.
Is there a particular reason for it? The weapon and defense difference led me to think that I might have a corrupt game file. Is there a way to check if everything downloaded properly?
