Pirate raid multipliers

I have a question:

There are some multipliers values in the pirateraiddef in the gameplay.constants file Can anyone explain exactly how the values effect the raid lvls.

strengthPerOwnedPlanet .10
  strengthPerCargoShip .0025
  strengthPerBounty .00003
  firstWarningTime 900
  normalWarningTime 780
  minSendRaidTime 30
  maxSendRaidTime 90
  raidStrengthThreshold:0 0
  raidStrengthThreshold:1 .25
  raidStrengthThreshold:2 .45
  raidStrengthThreshold:3 .7
  raidStrengthThreshold:4 .9

Strength per X relates the Thresholds below. Every credit spent on bounty for any player plus the number of planets and trade ships get added together. If it passes a threshold, the threat level increases.

Warning times are how often the raids launch.

Send Raid Time is how long you have to bid before they launch.

Strength Threshold determines how many ships are in the raid. That in turn is determined elsewhere in the gameplay.constants file. It's a number of fleet supply, though the actual ships are random.

In the pirate window, you'll see the Threshold it's at. (Severe, etc.)

Now is the strength threshold listed a percentage or a credit value?

idk for sure but it looks like a percentage (usually point XX is a percent multi for something) but idk what its for wheather it depend on credits(bounty) or # of hostile ships etc.
