Race Logo/Foreground Image problems when creating a race

I am trying to create a new race for use in the game but it is being very finicky about the images. Sometimes the game replaces the foreground with the race logo image and other times it replaces the logo the foreground image. It is only doing this with one of the races I'm creating.
