Harpo's Text/Bin Converter

I'm trying to get back into modding the game after several years away, but I can't seem to get the converter to work.  I've got the latest version that's supposed to work with rebellion, I updated the ConvertData file from my game folder, and I'm using a separate folder inside of the 1.82 Mod folder for the conversions.  For some reason, every time I click the Step 5 button to begin the conversion, though, it just hangs up and nothing happens.  I do get a message when I first open the program saying there's a registry error and it can't access the registry.  Maybe that's the problem, but I haven't a clue how to go about solving it.  Any help would be greatly appreciated.

I forgot to turn of the testing 'Debug' line in the sinsref.txt, before uploading it, and all that is needed is to edit the line that reads 'Debug' to NOT say 'debug' eg 'dbug', 'ebug', '' etc

also you can edit the preceding lines to the exact version of sins/rebellion that you have by altering the NUMBERS in each of the first four lines (the number is the exact sins/expansion version number the same as its mods folder number)
