Query over build speed in options menu

When starting a game you have the option for making the resource speeds and build speeds faster or slower. Is there a way to modify this? I wish to keep research speeds about the same, but would like ship build speeds much slower and buildings about half as fast while also having a slower income, but not ultra slow. 
I know this will make the game a bit longer (well...a lot!), however I want set the game up so that my self and my friends really want to keep all ships as safe as possible and not just throw them away. Especially the caps.

Is there any way to do a global adjustment or will it have to be each file modded (shudders)

All of those settings are defined in their own section of a file called Gameplay.constants. It is probably the easiest file to change that it alone can make a big impact on the game, just open it in notepad. ;)

Just DO NOT edit the one in your game's install directory's GameInfo folder. Copy it and make it into a mod so you can enable and disable it at will and be able to play multiplayer with people who haven't made an identical edit.
