custom leaders changing race on ctrl-n

I padded out the leader list a bit so that 2 leaders of each race were available for the random selection, however whenever I reroll the starting position any of the non-default leaders seem to change to Altar. (note: I havent made any new factions, just leaders for existing ones including capitar and umbra)

heh, I had something like this happen, I had made a couple factions but both had the first one's race

I had the Oracle as a loyal subject of Relias in a game where they never possibly warred as I was between them. Wondered how Altair had gotten so powerful.
