Pirate bases with enormous amounts of ships

I have noticed that some pirate bases later in the game will have upwards of 200 ships just sitting in the gravity well of their bases.  I think these are the leftovers from sucessful raids.  Where new raids will always get more ships brought in, these just stay instead of getting reused for the next raid.

yeps.  dont kill the raids, the pirates get the leftovers.
