Skarovas Enforcer tweak

I pulled this out of my TE mod.

I had made Skarovas enforcers able to bomb planets if you directed them to do so.

 

Here it is for both Entrenchment and Diplomacy

Entrenchment:

Install it just like a mod. It should be stackable with just about anything.

You do not have to ask me to use it in any kind of mod.

I will not update it.

It is in text, so it is easily editable.
