how do i get my TEC starbases to build ships...

I got the research and taught it to my starbase (maxed it out even) on 2 starbases on different sides of the galaxy and both of them when I set to build ships, don't do anything..they just sit in que and it takes up my fleet capacity so i ended up removing them from que and building them at frigate factories....wasted money on the starbase upgrades since I can't figure out how to get them to actually build...is it a bug maybe? i never tried it before now

Since you never tried it before, I think you rushed to que up ship build orders while neglecting the fact starbases needs time to upgrade to Remote Construction before they start building ships.  Other solution is to make sure you're selecting the starbase, not the gravwell, if you want to use the starbase to build ships.
