Black Market ..where or what is the file exactly?

I been looking for the file name for awhile and have searched the forums and other peoples mods.. I am still stumped! Anyone have a idea of how to get into the black market coding ?? Thanks in ahead.

Also how to change the AI's build priority list... kinda a fun way to make your own agressive comp I saw some mod with it but still doesnt point anything out.
