ordinarily the theatre building can only be built in a TOWN not a CONCLAVE. I looked up theatre of the winds in the in game encyclopedia but it is not listed. nor did a google search reveal anything

Little confused as Galactic Civilizations has never had towns or conclaves in any of its versions.
