Can anyone help me - cannot find a way to get the mining ring for starbases

Probably rather than a bug this is something I'm doing wrong. 

Is there a tech I need first or do I need to build a resource on a planet to get the mining ring module available?

My mistake I'd just placed it in the wrong place!

It is automatically offered when you build the starbase, but there has to be some resource near it for it to give you that option.  At least that is how it appeared when I had it happen to me.  Not sure what the range is though.  Would be nice to know.

The Starbase range is shown as a reddish hex around the constructor. It's something like a 6 hex "radius". You can research techs and take ideology picks later that increase Starbase range.
