[Bug 1.6] AI Not Upgrading Star Bases

I've noticed while playing the AI, that almost all of the resource star bases are not being upgraded.  Many show the little upgrade icon on top of the star base but, the AI never adds the extra modules.  This became very apparent when I took control of all star bases in my zone of influence and had multiple star bases in need of upgrades.

Seemed like this only lasted for a certain point, It appears that once they got additional modules available then they upgraded them.  So I'm not exactly sure when they all began to upgrade them or why they were letting them sit, however, it seemed somewhere between researching the second resource module and third.
