Can't turn off pirates

Pirates seem to expand way too fast, like 100+ ships when no major player has more than a couple dozen. I turned the pirates off, the hire pirates screen in-game says the pirates are dead, but then I still find their homeworld with dozens of ships. I'm running Forbidden Worlds, I wonder if it's only a bug with that...

The pirate base always exists with its strong garrison regardless of whether pirates are enabled or not. Disabling pirates prevents them from launching raids on other players, so they'll just hang out and defend their base.
