Advent Rebels can have 100% shield regeneration... too much?

I though this upgrade was really overpowered when it was tier 7. Imagine now that is tier 2 i think! :S

While rebels can have a lot of shiled regen, i was thinking advent loyalist "counter" this having more mitigation (Ancient retribution).

what do you think!?

They can never reach 100% mitigation. This would mean they are completely invulnerable (except for some special abilities). I agree that the mitigation on Advent (both Rebels and Loyalists) can now reach incredible heights though. But they rely on that to stay competitive in the later stages of the game. So I wouldn't say anything is wrong at this moment.

As long as it doesn't reach 94% we are good. The DS crew found 94% was the breaking point for shield mitigation plus shield generation.

What is this I don't even...

The Loyalists don't need a shield-specific equivalent upgrade just because the Rebels have extra shield regeneration.

The Rebels are the defensive Advent faction, almost all of their tech is aimed towards survival: better shield regen, repair stations can repair shields, destroyed ships can be brought back to life, planets get income and culture boost when you defend them, etc..

The Loyalists are the OFFENSIVE Advent faction, for them to have some shield mitigation upgrade just because the Rebels have some nice shield upgrades would not make sense. You know what they do have? They've got a culture rate almost twice as strong as anyone else because they want to forcefully convert the entire galaxy into the Unity, they've got weapon boosts because killing things is what they're supposed to do.

it's not 100% shield regeneration, it's 100% increased shield regeneration, you know, doubled.

and this is why there titan is not an offensive design--everything else is

First of all, the 100% shield regeneration bonus only works in culture. Second, that only means their shields will regenerate twice as fast. Virtually all frigates have a base shield restore rate of less than 2 shields per second, so doubling that to 4 is barely noticeable in combat. Capitalships have a bit higher but I'd much rather take the 2% mitigation bonus the loyalists get from ancient retribution than 100% shield regeneration.

It's offensive through culture. Forcefully taking over enemy ships and entire planets.

And its titan has 2 abilities which dominates ships and entire planets, right?

Im sorry i´m a little newbie to this game : p, i was playing advent loyalists all the time and i didnt realized they were offensive (i thought it was a faction which had to turtle while massing culture to f*ck up all the enemy planets! : p)

Im sorry but i dont see anything related to culture in the description of the upgrade :S

Its not in the description, its in the game files. So many of the descriptions in Rebellion are so bad I wouldn't trust them to tell the whole story. Of course you're free to test it yourself.

Well that's kinda lousy.  Should work everywhere since it's only ships and not starbases isn't it?  Double natural regen speed on the titan would help a bit in long battles, maybe high level cap ships too but compared to the extra 2% mitigation loyalists get somehow "meh" comes to mind.

Why wouldn't it work on starbases? The only thing it wouldn't work on in structures that only have shields from the advent hangar ability, since they have 0 natural regeneration on their own. Provided the starbase/ship is in a gravity well with your culture of course.
