Advice on how to 'reinstate minor factions mod'

Minor factions. I love them. I was wondering if I could get advice on some xml changes to bring them back-

 

My vision is to

1) bring back all the mionr factions.  I notice they are still present in the race-configs, so that data should still be in there.

2) Alter what they are. Id like them to be different in that they dont build pioneers and the leaders wont be channelers for the most part. that seems to be more straitforward.

 

Basically, the advice is related to bringing back the minor factions- it seems like the easiest way is to make them 'custom' factions, give them alignments, and then in the XML for them just 'disallow' pioneers.  Am I on the right track?

Yes, you are on the right track. I recently pondered doing something similar, but decided not to.

Kenata suggested that the pioneer pack should be limited to certain modeltypes. Then, a modeltype could be given to a new faction that wasn't in the pioneer pack, and the new faction would be unable to build pioneers.

The only real drawbacks are the same as always,

1) The faction will still get destroyed if the sovereign dies in hostile influence zones
and
2) It will be an easy target for any other AI

I am not that much down into the modding yet but couldnt you cheat at the Armystrength evaluation by say giving the towns a upgrade that has a ridicoulos high def bonus?
