How to increase no. of upgrades that a starbase can get?

I know how to mod the effects of a starbases upgrade but i want to be able to make like 17 upgrades for a single starbase, to make it a super starbase.

Anyone knows how? Modding the upgradecounts from 8 to 17 crashes starbases.
