i saw at the panth (best demigod part) that oculus was played, is it the npc thats playing it or a player, and if a player; is oculus available?

i can't choose him, is this a bug or something? or isn't he released and will it bereleased in a journal thing?

He is not released yet, at all. So you don't have anything to worry about.
