Is Feeding Taxed?

Why do the charts show that players receive less than what was given to them?  Is it taxed based on the fleet level?  If so, who's?  The giver or the reciever's fleet tax?

I've noticed that in some cases, people receive 91 for every 100 given.  Other times, I can't make any sense of it.  When I tested feeding on single player, allies receive 100% of what is given.  What's the deal?

Not to mention, that feeding really unbalances competiveness.  And on & on.

I don't think it is, but I don't know for sure.

Taxing might be a good idea to encourage everyone to fleet up.

The only type of income that bypasses upkeep is buying stuff off the black market (the black market is a racket to begin with, so it'd be a little excessive to tax that).  Otherwise, everything you receive, including what is given by other players, is subject to upkeep.

So yeah, it's taxed.  This means any feed is effectively taxed by the upkeep of both sender and recipient.  This makes feed more effective in the early game, when upkeep is low.

All your income is taxed from 0 to 65 based on your fleet level.

When you give feed, that feed is taxed again based on current tax rate of the person you are feeding.
