there is a program called Switch sound file converter you can find it here

it can switch most audio files to anything you want. so you can convert mp3 to ogg or any sound file to ogg and back again if you want.

Do you know any good Song editors while you guys are still on the subject?

Audocity (or whatever it is called) is great for editing/mixing.

however, don't expect to remove the background noise with it.

Adobe SoundBooth is fun to play with, and allows you to apply quite alot of effects onto sounds.  But it is rather expensive.
