Artifacts? How do they appear?

How do you get them to appear in a game? Do they appear based on number of players? The size of a game? I've wanted to obtain all of them but I can never find all of them. Am I just missing them? (Yes I do explore planets 100% BTW)

By default, artifacts have a 15% chance of being created on each planet when the game is started (or 15% of the planets on the map, on average, will have artifacts if you prefer to think of it that way). This chance is set on a per-map basis, and some maps force artifacts on certain planets though I don't remember their names off the top of my head.
