Adding effects to weapons and more

I plan on setting up a mod to make each race unique and to its own not just with ships but with defences, trading, media and of course research.
To do this i want to add special effects to weapons.
For example i want plasma weapons to have extra power (basically be the most powerful weaponry in the mod) by having plasma weapons deal 125% damage to shields and add a "burn" effect to hull say 3-10 damage per second for 3 seconds.
Other effects would be weapon effects to shield. Weaponry like ballistics will see no change, 100% damage will goto shields then once depleted to hull. Other weapons however like missiles will hit doing 50% of their damage to shields and 50% to hull while lasers will have a far better piercing ability and do 25% to shield 75% to hull.
Area effect would also be a desired reaction.
While im at it a few other points id like to ask.
Where do i go to change the amount of resource asteroids and their yeilds?
Are there any basic graphical (mostly to ship) tutorials so i can move around some guns and such?
How would i go about adding new abilities to ships that have none or creating new abilities/buffs?
Or if its possible to make it so that each ship can learn a single (or more) ability once their made to add a level of customization to each ship you create?
Is there any way to make it so that when a ship gets reduced by x% then it has 100-x% chance of being destoryed?
For example, it gets hit down to 82% hull remaining i want it to have a 18% chance of being destoryed. Is that possible?
