Ships in Orbit

I have found times where I wonder why more ships (colony and contructors) are not being produced and I go look and find multiple ships in orbit at several of my colonies like I did not send them somewhere when they completed. I know I have not been notified that they were complete. This has happened enough to know its not just my forgetfulness. Has anyone else seen this?
