Trouble with transports later in game

Can't Build transports

Just when I am ready to invade and conquer other civs I am unable to build transports although I have legions on the planet. THE TRANSPORTS have a "!" symbol next to them but I don't know what it means.  Any new design that has a transport module has he same symbol, "!", and  can't not be built. I am lacking something but i have no idea what. HELP!!

Do you have the legions in your top bar "inventory"  or are they deployed to a planet?

Once legions are stationed on planets they are no longer available to be put into a transport.

i DID NOT KNOW THAT  INVASION LEGIONS WERE LISTED on the top bar. Thanks. How do you create more legions for the top bar?

You need to build a military academy and then train them on that planet.  

Or you can take the General citizen and get them with that selection.

The Retribution DLC only allows you to build 1 military academy. You are expected to make supply ships to deliver construction points to that planet to speed up legion production.

You can get more military academies by conquering enemy planets. They are not destroyed (unless you destroy them) when you take the planet.
