"Leader Busy", but "Wait" option loops back to "Leader Busy". Possible Bug?

I just took a turn and received a "Leader Busy" dialog, with options to decline or wait.  Choosing "Wait" clears the dialog box but does not clear the Leader Busy state.  So I can't move on to things like ships waiting for moves and taking the next turn.

It appears that I'll have to select "Decline" just to get the game to move ahead.

Full Text:

"Raz-Spon Erg would like to trade with you, but is busy trading with the Onyx Hive right now.  Would you like to decline the offer, or wait for them to become available?"

Again, I did not ask to trade with anybody in this turn; it just appeared.  o_O  

Is this a known bug?

I now got this message for the first time in my still 2.3 opt-in game and it behaves just like you described. I had to decline to go on.

I had this too, not even with 2.3 (which I don`t have yet). I thought it was cool until it just constantly looped until I declined.

This seems to be linked to another diplo issue where you cannot access the diplo/ttrade screen for a civ unless you restart the client. Unfortunately, as far as I can tell the issue comes back.

I have also experienced this in unmodded Crusade 2.3. Only way to continue my turn was to choose Decline option.
