Global Defs XML Change in Crusade?

Does Crusade use a different Global Def XML?   I tweak a few things in it and I do NOT see changes to factions.   For example, I have created an over powered race for testing in my game, i.e. 40 pts of abilities and 5 traits but will when playing around in Crusade with it I am not able to save as it tells me I have too many points allotted.   I have checked the GCIII Global Def and it has not been overwritten...  

Where can I find the "new" global def, if there is one.

Yes, Crusade has its own XML files. They are located in Galactic Civilizations III\DLC\EXP2_Crusade\Game
