Is there a Fully Colonized Start Mod?

I'm somebody who personally enjoys the massive galactic wars much more than the initial colony/tech rush.  Is there a mod (or game mode/dlc/scenario) that lets you skip straight to the action?  Thanks,

Why are you not using admiral Thrawn as you user name instead of not just signing it. Later he gets promoted to Grand admiral.

Eh, it's a super old account from before I used Thrawn as my gamer tag.  But yeah, anybody know of a scenario mod like this?
