Any Good FREE Photoeditors???

Well, its seeming like MS paint isn't going to cut it. Does anybody have any suggestions for a good photoeditor that i can download and use for free??? I'm not the best at editing photos, so I don't need anything too fancy. Basically just what i need to make Leader Portraits, Faction emblems, etc. out of pre-existing pictures I get off of google. Thanks! ::)

Yeah, tho one could go with Photoshop Elements which is not expensive...but for a free alternative GIMP is pretty good.
