Poss bug: Elerium Beam - no tech to unlock

Hi,

 

I'm playing 1.4 and see that Kinetic Augmentation unlocks a full Durantium driver rather than a prototype. 

But there's no tech to unlock a full Elerium Beam rather than a prototype - as I verified by using unlock in the console after which it still wasn't available (at least in the Thalan tech tree). Is this a design decision or a small bug?
