Confused on Planetary Governors in latest release

Have the planetary governors been shut down? The option remains, but I've yet to get them to do anything. I researched the first governance tech, turned them on at the planet, and the menu keeps reading "idle planet." Anyone with a little guidance?

have also seen this, just put a building in the build-queue and start the governor again,

he ahould take over after that building
