scorched earth spell not working as advertised

tried using the scorched earth spell that says it does damage to target in the affect tile area..when I try to use the spell. I can not use this spell.  Can anyone give me the real description of what this sovereign spell is suppose to do and uses for it..or is just a game bug like many in the game that needs fixing?  Good game..but the bug really detract from an otherwise good game.
