Civilization Capital vs. Colony Capital

I was creating a custom map and I placed a Civilization Capital on my home world. When I started the game, there were 2 capital buildings on the planet. The usual colony capital and a fancy Civilization capital. Has there always been a difference between the two? All I have ever found on my home world is the normal colony capital. The bottom right of the screen displays the words "civilization capital." Has there always been a special Civ capital building? Do we research it down the line? Anyone?

I suspect that the Civ capital was originally going to be a building, but was replaced by modifiers in globaldefs. The building is just leftover code and isn't supposed to be built or used.

It's just a building, like any other - so any bonuses attached to it will work if it's present on a planet. IIRC, the civ capital has exactly the same bonuses that are provided by the modifiers in globaldefs, so you'd basically double the civ capital bonus at the expense of a tile.
