Campaign Mission 3 possibly bugged

Hi Everyone,  I decided to make the post here in support because im pretty sure my game is bugged.  I am at the end of mission 3 in the campaign.  I have cleared out all of the Drengin planets and got the popup with the Admiral congratulating me then telling me to bring the ship to earth to lower the shield.  However I have been to every tile around the planet and nothing is happening.  I did notice that Gateway I, Proxima Andromedae I, and Earth still have the four arrows around them.  Some planets I took through influence/rebellion and others i took through invasion.  I also took Proxima Andromedae I by using the benevolent Enticing Ideology, which I also used to take 9 other planets at the same time.  This ideology ended the Yor and Altarian as well.  The victory tab only has the bottom two checked off, the optional defeat of the Yor and the Drengin are unchecked even though they are no more, as is the liberate Sol even though I have Mars.  I have reloaded several times to before taking Mars but each time the same thing happens.  Any suggestions would be helpful. Again I'm not sure if my game is bugged or not, or I did something wrong here.

I would say it definitely has to be a bug. 

I have wiped out almost the entire map, covered every tile with influence, removed every other species except 2 I allied with, and no matter which tile I place the special ship on around Earth, nothing happens.

The victory panel still shows Drengin, Yor, and "liberate Sol system" as unchecked.

The only thing I can think of that might have broken it is that I took Mars with influence/rebellion instead of a troop transport, but even so it did pop up the screen after that telling me to move the Crusader closer to Earth.  Just that when I do that, there's no result.
