Creating Ships Outside of a Game

Hey guys, I've been an avid player of Beta 5 and I've been lurking on the forums for quite some while.

 

I was just wondering if there were any plans to allow players to create ships from the main menu or something. I really want to design a couple of factions from the ground up, but I'd rather sit down and pump out a bunch of ship designs before actually starting and playing through a game with my faction. Will there be any way to do this? (with or without mods)

There is already an option to do that on the main menu I thought its just greyed out, not enabled yet.
