Technology Victory not currently possible

It only took me 450 turns working towards a tech victory before I discovered that it's impossible to get Cultural Affinity since Research-Focused, Approval-Focused and Wealth-Focused Culture are disabled for beta.  Tech victory should probably be disabled for beta.  It's odd as I believe it was possible in earlier betas.

This was mentioned before, if I remember correctly the problem was limited to the Altarian tech tree.  It apparently wasn't fixed in Beta 4.  I do know that I won a tech victory in Beta 3, I think as human.

I never liked the tech victory as sat up. Instead of researching a bunch of useless techs. It should be a percent of the tech tree from your tech tree, percent of the total research points from your tech tree, how more techs than anyone else,  how much more tech points than anyone else,  or first person to reach the last tech age are better ideas for a technological victory.
