Tourism revenu versus foreign ships in the zone of control

It seems to me that in order to have Tourism revenue, you must have tourists.    When a Canadian crosses into the U.S with his car to purchase some groceries or to gamble at Las Vegas, the U.S does not declare war on Canada.  Purchases without visits are commerce, those with physical visits are tourism.  


Un-armed ships should not provoke an armed response from the host civilization.   They should be necessary for that civ to get any tourism revenue at the cost of the visiting civilization.    So the equivalent of cars, yachts, civilian flights, are good for the economy even star bases which enable such tourism.    A Tank, an Aircraft Carrier, a Fighter jet is another story.

If you are on bad terms with that civilization (I noticed there are many levels: warm, comfortable, ambivalent, angry, furious).  The host civilization could charge an additional visa fee.

a colony ship is unarmed

a star base while some may be non aggresive they all can generate range for military ships
building a military base in my ZOC is clearly aggresive,
building a mining base in my ZOC is theft just like taking anomalies in my ZOC

even a scout ship in my ZOC i could consider intel gathering in preperation for an attack

Tourist ships are abstracted.  Rightly so....I don't want the extra cycles keeping track of them.  Freighters are not molested unless you are on very bad terms with the local population, but that's another mechanism.   Everything else is suspect, I agree with androshalforc.

Well if we had a diplomatic option to declare that no ship can enter,  and to have to chase down and arrest it would make sense for this to affect tourism.e. Not to arbitrarily throw ships out of my tertitiry without catching and fighting them first. Maybe the option to arrest not destroy in peace time. The available mechanic  isn't really there. I guess when civilizations become hostile then tourism goes down. freighters can increase tourism. We are allowed to spy over russia.

I understand the impetus for wanting tourism to be effected by war, but I disagree with it. It may be more realistic, but I don't think it would be more fun. War is fun in this game and taking a chunk out of a player's economy for going to war is a pretty strong disincentive.

The Auto Pilot is sometimes causing strife without need.  For example, look at the trajectory this colony ship is taking.  Now my civilization (Yor) has two star bases (as well as two colonies) that the colony ship can use to get to destination however the Auto Pilot is plotting a course through Alterian Territory.

It should make use of my two star bases instead and avoid the Alterian territory. Stay in my territory and stay close to the border if need be.
