Enable us to END TURN even if we do not move all units researching, etc etc

Think this will be enabled later on but there are some issues like moving units and giving orders sometimes don't work. Also just seems like we should be able to end our turn whenever we want. Issues like fleets getting stuck will preven us from getting the end turn button right now. So just having it there so we can end it whenever we want seems like a simple change.

I would rather have them bugs fixed instead of having a lets ignored them bugs and move on button.

Try saving the game and reloading that seemed to helped me when that happened.
