Sarog showing up a lot

After installing the X D mods (on the 1.7 beta as well), I've noticed Sarog on every map so far. Now, I don't have an issue with meeting and fighting a dragon...Unless it's too close to my stuff and it's only early game. 

 

My main question, is he supposed to show up this early?
