Colonization in enemy culture rules changed in Rebellion?

In this (https://forums.sinsofasolarempire.com/451781/page/1/) Grimm vs. Doci 1v1 recording [made with 1.82 BETA, I think], Grimm is taken by surprise when Doci colonizes a roid that clearly had Grimm's culture lines already pushing through the roid's grav well and beyond it. According to the received knowledge, which alas dates from 2008 or so, from a thread here (https://forums.sinsofasolarempire.com/310834/page/1/#1726449, which was also largely copypasta'd to the Wikia) something like that can't happen. But apparently the rules regarding colonization in enemy culture have changed. When did that happen, and what are the rules now?

I should add that the DLC which adds social/industrial specialization (Forbidden Worlds) is also being used/enabled in that game.

No idea when it changed or how it used to be, but I've only played Rebellion, and I've always been able to colonize when the enemy's culture is about halfway down the phase lane connecting whatever planet to the next one in line. Further than halfway and I usually can't, but if say the culture has just "passed through" the planet and is only about 1/4th of the way down the next phase lane it will expand through, for example, I can colonize there.
