Where are all the people gone?

Suddenly all my cities are ghost towns. Where recently people worked, trained und traded are now empty buildings and streets.

Is this a new setting?

If I recall correctly they were removed for those running 32-bith CPUs, because the pedestrians were taking up too much memory.
