Why won't Call of the Titans work? Help!

I'm playing the latest FE build. I cast the spell on an appropriate tile but nothing happens. I hear the sound, I lose mana, but no troops move. Heck it even lets me uselessly cast it again. What gives?

Hmm, have just cast it the other day a few times. Always worked. Only thing to remember is that it only works for the sov.

I have a stack with my sovereign, a hero, 3 units and a pioneer and it wont teleport. 

I just loaded up a save with a previous game and it works fine :(

 

Why does this game bug out? I'm afraid to play it now when entire abilities bug out and ruin my strategy. 6 hours in ffs
