Is it a Bug where you can only build Piers/Logging Camps if the town starts by them?

Is it a Bug where you can only build Piers/Logging Camps if the town starts by them?

I noticed this and been wondering if its intentional or just an overlooked bug?  Would be nice to be able to build Piers or Logging Camps eventually in town that eventually envelope a wooded/river square in its Zone of Control.

 

Anywyas just figured I would point it out and ask if anyone knows if it's intentional or a known bug or what.

Even though I haven't been manually placing city improvements (I do control all my settlers in Civ though) I have to agree with the folks that think we should be able to build a pier or logging camp once the city reaches the required tile. It just makes sense to me.

I think it's pretty silly that the devs say they don't want to support snaking cities giving advantages to players when it still does currently. They took out one incentive to snake a city, but none of the others. Honestly I think the teleporting units thing is lame, but all the other snaking aspects are cool, like snaking to a resource to make sure monsters can't raid it, or blocking a pass and using that city as a defensive fortress.

I'd love to see the AI be taught the basics of snaking a city towards resources, that one should be basic enough for an AI to understand. The others I'm not so sure about,
