[0.912] add food building as normal rather than level up choice

so far play and build city, I always choice food like a garden in order to level up city, unless you lucky had river next to city, most case you had land with no river, and no food resoucre, and if you  choice any other building than food, you stuck on that level of city. I see this is not good, and forced to pick food path of level up in order to level city, personal I think food building should add as normal and can build, should not part of level up, that way, you can choice any building without forced you to pick food every time to level up.

I don't see this as a problem, I only pick garden on 5-6 grain cities, while I pick gallows on 4/3 cities, merchant on 4/2 cities... Right now I kinda like the variety of level 2 buildings (except I think one of them is rubbish)...

Rest of the levels are rather boring or bland.. (and usually I would rather want another one of the level 2 level up choices).

you can research various food tech in the civ tree,  also bear in mind that you can use at least 2 cities that have a high materials production rather than food so a 2/3 or 2/4 or 3/3 or 3/4  is very usfull when it comes to cranking out troops and in that cicty your not goning to wnt the higher level buildings. Your going to use your production in this city to crank out troops.

Thank Glowing, hmmm, I try that in my next game, reason I need to hurry up level up city and build that "world" building before a.i do, once, then all other race can't build that, there is two wonder world at least, help you great cover wage of your troop, that must had, otherwise if a.i had that, you screw, they would had unlimited money to had too many troop to fight unless you want that lot of battle for level up your sovgan to readly sky hight, but that kind of danger and risk, even lead to lose game.
