The UP is indeed like the real life UN. Everyone voted NO to a proposal to punish me for my exploitation of indigenous lifeforms. Good thing too, a 7% hit to income would have been brutal.

Just like in real life. When people complain and ask the UN to help; it does nothing.

Yeah, a lot of the "How AI Would Vote" fields seem to be off by 1 in the files........... hence this bizarre behavior. Having done some United Nations sims in advanced world history, however, I've discovered that the UN's problem is not so much a tendency to do counter intuitive things like this as a system of clashing veto powers and internal action limitations that prevent anything actually serious or effective from ever getting out of the committees, and even when something does get produced preventing any actual action.
